Baltimore Pho isn't your typical hole-in-the-wall Vietnamese restaurant. In fact, it couldn't be more opposite. The décor is upscale, complete with white linen tablecloths, a stone floor and Asian-influenced decorative touches, such as large paper lantern-looking lights.
