I’ve had slow or ditzy service here once or twice, but nothing bad enough that would keep me from returning. Unlike many other places, Houlihan’s cooks everything from scratch, which means they don’t use microwaves, or pre-assembled or pre-cooked ingredients. If you order off its Nooner menu (available Monday through Friday 11 a.m. to 2 p.m.,) you’ll get your lunch for free if it doesn’t reach your table within 15 minutes after you order. (Your server will set a timer and leave it with you.)
Because I’m indecisive, what I especially like about Houlihan’s is you can get a combo ($8.50, $9.50 or $10.50) during lunch that comes with soup or salad and then on top of that, most combos are served with a side like chips and salsa or fries or delicious peanut ginger slaw. Also, Houlihan's has been introducing a new line of drinks every late spring for the past two years. The lineup has had something delicious for every type of drinker. It's worth asking about if you visit.

At any price, you can't be Houlihan's. The menu isn't only innovative (usually, an over-used term), but the food is delicious (consistently), pretty to the eye, and REASONABLE! I can't believe the variety and portions and how delish it really is, for the price - particularly for a downtown Inner Harbor location. Their own drinks are edgy and experimental, which makes for a fun night at the bar. For cocktails, I highly recommend the light and crisp strawberry basil lemonade (an original concoction, I understand) or the chocolate martini (hellllooo?!). The potroast is just as good as Mom's if not better, fish tacos, ahi tuna appetizer and peanut wraps are my favs. Check it out!

Its a must try. They have a 15 minute or less menu so if you are in a rush its a good place to go. I got a buffalo chicken wrap with french fries and a small caesar salad for less than $10!
