There are certain standards that one expects when going into a Hooters establishment, none of which involve the food or the atmosphere. We expect to get a glimpse of those wonderfully short shorts and the well endowed (or well stuffed) waitresses. This particular Hooters is set back on its own and somewhat resembles a shack. The Joppa Road location invites the sketchiest of the sketch and the menu just isn’t that fabulous.
