This free festival is one of America's largest art celebrations. Expect tons of arts and crafts, dozens of live music performances and several other performing and visual arts events. New in '09: Free shorts at The Charles Theatre, bike parking zone and Baltimore free bus shuttle. Returning are the carnival-like midway and the DIY craft area.
